The homeless need stable housing with the ongoing services; health care, mental health care, substance abuse treatment, domestic violence intervention, whatever is needed by each individual in order to help them remain housed and stay out of the emergency room. The ER has become the default solution which is no solution at all, it is a temporary fix which is extraordinarily expensive and ineffective over the long haul. The only time these individuals should need to go to the hospital is when they need that level of intervention not because they do not have a place to live. Right now the hospital cost for housing the homeless is around $34,000 per year per individual; we could easily house the homeless for less than this with fully integrated services, greatly reducing the overall cost. Therefore we should look to a complete housing and integrated services model which would actually reduce tax payer funds and overall resources.
